The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.

Exceptional Family Member Program (EFMP)

Overview:

Our mission is to assist Active Duty, DOD civilians, AGR/Reserve Personnel with family members who have physical, emotional, developmental, or intellectual needs. In addition, EFMP in Europe assists with command sponsorship related to new marriages/new baby(s)/secondary dependents; Housing; Medical TDY’s/Compassionate Actions, Family Travel Screenings covering three continents and in communication with Continental U.S. EFMP offices.

Enrollment in the EFMP is mandatory for active-duty service members who have a family member with a qualifying medical and/or educational condition as outlined in DODi 1315.19 and AR 608-75. When a family member is identified with special medical and/or educational needs, the special needs are documented through enrollment in the EFMP.  Service Members with Exceptional Family Members are required to keep enrollment information current. This way, the most accurate and up to date family needs will be considered during the OCONUS assignments process.

Eligible Beneficiaries:  Dependents of soldiers stationed within the Kaiserslautern Military Community (KMC).  For any inquiries involving service members assigned outside the KMC, please contact your local EFMP office.

All EFMP actions are performed online.  To start a package, check on the status of a package you already started or to check the date of EFMP enrollment expiration, please logon to our Enterprise EFMP System (E-EFMP) .  The system can be accessed with a Common Access Card or DSLogon.   There are PDF and video instructions showing how to create various packages:  enrollment/update, educational, family travel (5888) and command sponsorship.  Any family member aged 18 and above will need to access the system via DSLogon.
Be prepared for COT and IPCOT by ensuring all family members have had a physical exam at the MTF within the past 12 months, and that any host nation medical records have been uploaded to MHS Genesis. 

Please note that we are currently experiencing a high volume of workload.  If you have not received an update on your package via email within 10 days of submitting your package, please email our org box requesting an update.
